1860
- Census population for Henry County is 9,866, including 1 free colored person and 1,245 slaves. This is an increase of 144% over the 1850 figure. The City of Clinton had a population of about 500 and Windsor about 250 to 300 persons. 12.7% or just over 1/8th of the population of the county was slave.
- New fence erected around the courthouse, adding 12 feet on each side
- Shawnee Post Office opened, it was originally about 3 miles east of present Shanwee Mound. Moved to Shawnee Mound in 1866.
- August 10: County Court sets out boundaries for the existing 7 townships.

- January 22: The Clinton Advocate begins publication.
- January: Population of Clinton estimated at about 250 persons, about half of the 1860 figure. Windsor was estimated at around 225 persons, not much below the 1860 estimates.
- September 26: Election authorizes county to subscribe $150,000 to the stock of the Tebo & Neosho Railroad Company.
- December 1 : Salmon & Stone Bank opens in Clinton, the first bank in Henry County. It became Salmon & Salmon on January 1, 1873, and failed June 21, 1905.

1867
- Post Office opened at Colesburgh, and called Galbreath or Galbreath's Store.
- The town of Consville is laid out by J. O. Consollis (sometimes spelled Consolis or Consalus)
- July: Construction work is begun on the Tebo & Neosho Railroad, from Sedalia to the Kansas State Line west of Nevada, by way of Clinton.

1868
- The Clinton Democrat begins publication.
- May 8: White Oak and Windsor Townships created.
- October 8: $150,000 of county bonds issued to Tebo & Neosho Railroad in exchange for stock, in accordance with the 1866 subscription.

1869
- Town of Brownington is laid out adjacent to Consville, on the projected route of the Kansas City Memphis & Mobile Railroad.
- May: County subscribes a further $250,000 to the stock of the Tebo & Neosho Railroad.
- June 1: $250,000 of county bonds issued, but retained by county on the 1869 T&N subscription.
- July 3: Hannibal bridge at Kansas City completed. This was the first bridge across the Missouri River and help establish Kansas City as the leading railroad center of this part of the country.
